NEED TO KNOW

  • A Houston woman, Delissa Monique Williams, was arrested and charged with a felony count of endangering a child
  • Children under her care were allegedly found “living in unsafe conditions surrounded by dog feces and no electricity,” and a baby was found malnourished
  • Williams’ bond was set at $35,000

A Houston woman has been charged after her children were found living in deplorable conditions.

Delissa Monique Williams, 38, was arrested just before 10 a.m. local time on Thursday, Dec. 18, and charged with a felony count of endangering a child, according to Click2, which cited Harris County authorities.

The Harris County Sheriff’s Office and Harris County Prosecutor’s Office did not immediately respond to PEOPLE’s request for comment.

Children who had been under Williams’ care were found “living in unsafe conditions surrounded by dog feces and no electricity,” per court documents obtained by Click2Houston. It is unclear if the children were Williams’ own.

The documents also allege that Williams declined to provide food to at least one infant child and failed to bring the child to a health care provider when he or she was in danger.

Williams lived in an apartment in north Houston, just off I-45, according to Click2Houston, though it is unclear whether this was where the children were found living in unsanitary conditions.

She had been unemployed at the time of the incident, according to financial statements tied to her arrest obtained by the outlet. Her last listed job was reportedly for an organization that appeared to be a Professional Limited Liability Company (PLLC) for a nurse practitioner group.

Williams’ bond was set at $35,000.
