Bradley D. Hounsell, 44, entered a guilty plea to a single count of coercing and enticing a minor to engage in unlawful sexual conduct on Jan. 30 in a federal courtroom in Wisconsin.
Hounsell allegedly communicated with an individual in the Philippines through his social media account back in November 2023, according to a copy of the plea agreement filed in his case and obtained by PEOPLE.
The agreement states that the purpose of those conversations was to discuss “producing and receiving material depicting the sexual abuse of minor children.”
Starting on Nov. 4 of that year, Hounsell “requested that his contact in the Philippines produce and send him a video of the individual [engaging in a lewd act with a] 13-year-old child,” according to the agreement.
Hounsell then inquired about the victim’s “sexual preferences” before asking the contact in the Philippines to have the underage girl “pose in sexually explicit positions,” per the agreement.
Those photos were sent to Hounsell, who then transferred money to the individual in the Philippines to pay for the video.

Upon receiving that money, the agreement says that the individual in the Philippines “advised that she was making the video and then sent the defendant a video that depicts his contact in the Philippines touching” and sexually assaulting the victim.
This video was later recovered from both Hounsell’s phone and the social media account of his contact in the Philippines, which led to the U.S. District Court for the Eastern District of Wisconsin filing charges.
The agreement also says that a subsequent review of Hounsell’s online communications with this individual by law enforcement led to the discovery of repeated requests for sexualized images of minors.
Hounsell’s sentencing has now been set for May 14 at 1:30 p.m., according to court records.
