The father of a sixth-grade student claims that a school security guard ordered her to put duct tape over her mouth before the girl was paraded around school grounds — all for being too chatty, he claims.
A police complaint is now under review by the city attorney in Pasadena, Calif., and no charges have been filed at this time.
Ricardo Hurtado said at a news conference that on March 26, his 11-year-old daughter Noemi Hurtado was eating lunch with her friends at Blair Middle School in Pasadena.
“She was playing with her friends and being a little too loud. She was asked to stop once and she didn’t, I guess, and continued to play,” Ricardo said at the news conference.
KTLA said that the school’s principal confirmed that a female security guard then ordered Noemi to cover her mouth with duct tape.
“She was telling me that she still feels the stickiness of the duct tape, which is hard to take off,” said Ricardo. “So my little girl, my 11-year-old little girl, shouldn’t be going through this.”
The security guard then allegedly paraded Noemi around the campus to humiliate her for talking too much on the playground, claimed Ricardo, according to KABC.

“I guess she walked it all the way. Humiliated her. From the middle school, walking through to the high school, walking through all the way to her next classroom,” Ricardo said.
The security guard then told that teacher she should make Noemi keep the duct tape covering her mouth, said Ricardo, according to KNBC.
Ricardo said he was considering legal action against the school. and a spokesperson for the Pasadena Police Department tells PEOPLE that a report has been filed and is currently with the Office of the City Attorney, who will determine if a criminal investigation will be launched in the wake of the incident. No charges have been filed at the time of this writing.
The Pasadena Unified School District confirmed that the security guard was “no longer employed by the district” just a few days after the incident.
“We are aware of allegations involving a former substitute security officer,” the district said in its statement. “We take concerns like this very seriously and are cooperating fully with the Pasadena Police Department. We are committed to maintaining a safe and supportive environment for our students.”
