An Ohio man has been arrested and charged with the murder of a 28-year-old woman.
The Meigs County Sheriff’s Office announced in a May 6 news release on Facebook that officers had arrested and charged Samuel Hochstetler with the murder of Rosanna Kinsinger, 28, from Pomeroy, Ohio.
“This case was such a tragedy to those who knew Rosanna. She was a beloved individual in her community,” Meigs County Sheriff Scott Fitch said in a statement. “Detectives have worked around the clock searching for answers and were able to get those answers.”
“Hopefully this investigation helps bring some closure to the victim’s family and on behalf of the Sheriff’s Office we offer our deepest condolences,” he added.
The sheriff’s office said it responded to a report of a “suspicious death” on March 13 on Dye Road in Rutland, Ohio, where Kinsinger’s body was found. After an initial review of the scene by deputies, her death was ruled “suspicious” and the woman’s body was sent to the Montgomery County Coroner’s Office for an autopsy.
The preliminary autopsy results were inconclusive, according to police. Authorities did not say what made Kinsinger’s death “suspicious” or share how her body was discovered.
After her body was found, detectives executed search warrants, conducted interviews and processed evidence from the crime scene in order to identify a suspect. After following up on “numerous tips, leads and rumors” through their investigation, they were eventually able to identify Hochstetler as a “person of interest,” per the sheriff’s office.
He was detained by police and interviewed at the Meigs County Sheriff’s Office on May 5. After the interview was concluded, he was arrested and charged with Kinsinger’s murder. Police said he was taken to the Gallia County Jail.

The sheriff’s office also shared a mug shot of Hochstetler, who could be seen wearing a straw hat and button down shirt with suspenders.
Sheriff Fitch told local news outlet WTAP-TV that Hochstetler is originally from an Amish Community in Kentucky and that he moved to Meigs County sometime in the fall of 2024.
Mose Troyer, who lived in the Amish community with both Kinsinger and Hochstetler, told WSAZ-TV that several community members noticed the 28-year-old woman had not been seen all day on March 13. When he went to her home that night, he found her dead and called 911.
Hochstetler was arraigned on May 6 and given a $1 million bond, according to the outlet. His next court hearing is scheduled for May 13.
