A single mother was fatally shot in front of her daughter during a road rage incident in Panama City, Fla., on Saturday, Feb. 22, according to a Panama City Police Department (PCPD) news release.
Georgeann Park Garner was celebrating her 48th birthday and Mardi Gras with her daughter Marileigh Lewis, 19, on Saturday when they were engaged in a road rage incident with Jubal Simmons, 23, and Ivybella Encino, 21.
Encino and Simmons allegedly became angry over a traffic dispute and verbally harassed Garner and Lewis. The incident allegedly escalated into a brief physical altercation “between Lewis and Encino before both parties separated and returned to their vehicles,” police said.
Simmons allegedly shot the mother and daughter 11 times, “striking Garner and Lewis in the chest and hitting an uninvolved vehicle,” per the PCPD. The two other occupants in Garner’s vehicle were unharmed. Encino was the suspect driving the Dodge Ram that drove away from Garner’s car. Garner and the occupants of her vehicle did not have a prior connection to Simmons or Encino, detectives said.
PCPD officers responded to calls around 4:15 p.m., and one nearby officer chased Encino’s car which had fled the scene. “Encino then rammed a PCPD patrol unit, disabling both vehicles. She was taken into custody without further incident,” per the PCPD.
Encino was charged with accessory to murder, aggravated battery on a law enforcement officer, aggravated fleeing/eluding law enforcement and driving while license suspended/revoked.
Simmons fled on foot but was taken into custody a short distance away. He was charged with murder, three counts of attempted murder, two counts of firing into an occupied vehicle, discharging a firearm from a vehicle, tampering with evidence and resisting officers without violence.

Once officers arrived at the scene, Garner and Lewis were both suffering from gunshot wounds, and nearby witnesses administered first aid before EMS arrived.
The victims were transported to a local hospital. Shortly after their arrival, Garner succumbed to her injuries. Lewis is still in the ICU, per a GoFundMe. She remains on a ventilator and “is fighting for her life and still has a long recovery,” per the GoFundMe created by Garner’s friend Sandra Pearson. The donation page was created to raise funds for medical bills, funeral expenses and legal assistance.

“The world lost a beautiful soul that day. Georgeann truly had a smile that would light up a room. Her eyes twinkled when she laughed and glittered when she snorted. She was taken from us far too quickly,” the GoFundMe description read of Garner, a single mom to Lewis and son Davin. “She still had so much life to live.”

A representative for the Panama City Police Department did not immediately respond to PEOPLE’s request for more information on Tuesday.
