US Army Releases ‘The NCO Barracks Guidebook’ to Empower Leaders, Reinforce Standards as Part of Broader Barracks Strategy

WASHINGTON — The U.S. Army has published “The NCO’s Barracks Guidebook,” a comprehensive resource developed by noncommissioned officers for noncommissioned officers, to empower junior leaders with the tools and confidence to improve Soldiers’ living conditions and enforce standards.

The guidebook is a key component of the Army’s broader, multi-faceted strategy to improve barracks across the force, focusing on the critical role of engaged leadership at the unit level.

“Barracks management is NCO business,” said Sgt. Maj. of the Army Michael Weimer. “This guidebook equips squad leaders, platoon sergeants, and first sergeants to lead with daily presence, identify facility issues early, and relentlessly advocate for their troops.”

This leadership resource provides practical, standardized guidance and demystifies the process for getting facility issues fixed. The guidebook does not create new bureaucracy; instead, it reinforces existing duties and standardizes best practices so NCOs can catch facility issues early and advocate for their Soldiers. It translates existing policies into actionable battle rhythms, providing checklists for everything from wellness checks to navigating installation support channels like the Directorate of Public Works.

The NCO’s Barracks Guidebook was originally developed by the U.S. Army Western Hemisphere Command and was quickly identified as a valuable asset for Army-wide implementation.  It translates the principles of the NCO Creed into daily action, reinforcing leaders’ commitment to taking care of Soldiers with outstanding, engaged leadership.

“Barracks management demands immediate, proactive engagement and accountability at every echelon,” said Command Sgt. Maj. Nema Mobarakzadeh, of the U.S. Army Western Hemisphere Command, who led the guidebook’s initial development. “As NCOs, we must build systems that endure, support Soldiers, and outlast transitions. Use this guidebook, set the standard, enforce it, and ensure our Soldiers get the care they deserve.”

This leadership effort is only one part of a comprehensive solution. The guidebook complements massive investments in infrastructure and innovative construction methods aimed at fixing longstanding facility challenges. This enterprise-wide approach combines leadership accountability with historic funding and modernization.

“We’re taking a comprehensive approach to improving Army barracks, such as how we build them, how we maintain them and how we invest in them over time,” said Jordan Gillis, assistant secretary of the Army for installations, energy and environment.

“By making better use of our resources, leveraging partnerships and embracing new technologies, we are working at the headquarters level to deliver better facilities for Soldiers while strengthening readiness across the Army. The guidebook lays out resources and roles and responsibilities at the unit level, so we can improve the experience from the ground up, too.”

The guidebook reinforces the leadership aspect of the existing Army Barracks Management Program (ABMP). While the ABMP focuses on the administrative framework of managing facilities, The NCO’s Barracks Guidebook details how junior leaders can lead and advocate for the Soldiers living in the barracks.

Gillis acknowledged there is more work to be done, but is confident that the combination of empowered NCOs, new technologies such as 3D-printed barracks, and sustained investment will deliver the clean, comfortable, and safe housing that Soldiers deserve.
