New Hampshire 2026 Gun Bills: Wins and Threats

Several firearm-related bills are already on the move in the New Hampshire legislature. And while some work to strengthen the rights of lawful gun owners, others seek to further infringe on their rights.

“The 2026 New Hampshire legislative session is in full swing, and the House Criminal Justice and Public Safety Committee is already considering a slate of bills that will directly impact your Second Amendment rights,” the pro-gun group Gun Owners of America (GOA) wrote in a state alert on the bills.  “We are seeing a mix of encouraging pro-gun reforms and dangerous attempts to erode our freedoms. It is vital that you contact your State Representatives to let them know where Granite State gun owners stand.”

First, the good news. HB 1793 would prohibit public colleges and universities from banning the possession or carrying of firearms on campus. Such a law would ensure that law-abiding students, staff and instructors weren’t left defenseless against criminals who don’t follow gun laws anyway.

Another positive measure is HB 1697. This bill would exempt firearms and accessories that are manufactured and retained entirely within New Hampshire from federal regulations—a true hat tip to state sovereignty.

Other pro-gun measures include HB 1699, which would clarify the law to allow the carrying of loaded firearms on boats that are moving at “no-wake” speed; HB 1365, which seeks to improve and clarify the application process for licenses to carry a loaded pistol or revolver, ensuring the process remains fair and efficient; and HB 1446, which would provide that an individual’s Second Amendment right is not denied solely because of their legal use of therapeutic cannabis.

The two negative pieces of legislation are indeed bad measures for gun owners. HB 1642, a red-flag law proposal, would establish Extreme Risk Protection Orders (ERPOs) that allow firearms to be confiscated from citizens without due process based on accusations rather than criminal convictions.

Additionally, HB 1387 attempts to repeal liability protections for firearm manufacturers regarding specific design features.

“This is a backdoor method to bankrupt the gun industry through frivolous lawsuits over safe, legal products,” GOA stated.

Ultimately, GOA wants to ensure Granite State gun owners understand how important it is to make their voices heard with their senators and representatives.

“Your voice is the most powerful tool we have in Concord,” GOA stated. “Please use the form above to contact your State Representative immediately. Tell them to vote yes on HB 1793, HB 1697, HB 1699, HB 1365, and HB 1446. Tell them to vote no on HB 1642 and HB 1387.”

In the state alert, GOA provides a letter members can send to their representatives regarding the bills. And it provides a warning at the end.

“I will be monitoring the votes on these bills closely,” the letter concludes. “Please stand up for the Constitution and the rights of New Hampshire gun owners.”
